PROBLEM TO BE SOLVED: To provide a method for forming a coating film which exhibits a color tone excellent in design properties in the light and emits light in the dark while keeping the color tone in the light. SOLUTION: The method for forming the coating film comprises the steps of: applying a light storage base coating material containing a light storage pigment onto a base material to obtain a light storage base coating film; and applying a colored clear coating material containing a scaly glorious pigment and/or a coloring pigment onto the light storage base coating film to form a double-layer coating film. The transmittance of visible light, which is the ratio of transmitted light to the incident light having 400-700 nm wavelength, through the colored clear coating film obtained by applying the colored clear coating material is ≥60%.
