PROBLEM TO BE SOLVED: To achieve a cold water manufacturing device having high energy efficiency by a configuration completely different from that of a conventional refrigerating machine. SOLUTION: Within a water storage tank 5, water is stored. A steam compressor 4 sucks and discharges gas within the water storage tank 5 to decompress inside of the water storage tank 5, and compresses and discharges the steam sucked from the water storage tank 5. Due to the decompression within the water storage tank 5, water within the water storage tank 5 is cooled. Cold water obtained in this configuration is sent to an air conditioning facility etc. via a supply path 23. Since water filling amount with respect to the steam compressor 4 is controlled by a water filling valve 18, heated steam of an intended degree of superheat or saturated steam can be obtained from the steam compressor 4.
