The arrangement has sector-shaped electrodes (1) and counter electrodes (2) provided on a top side of respective dielectric layers. The layers are arranged one above the other in such a manner that the sector-shaped electrodes and the counter electrodes lie opposite to each other. The counter electrodes are electrically connected with one another and with conductive strips (3) that radially run at a lower side of a capacitor-annular disk i.e. hollow cylinder. The conductive strips are connected with each other by a resistor (R) i.e. resistance layer, of predetermined value.
