PROBLEM TO BE SOLVED: To easily detect a boundary on a bit stream of a picture in a dependent stream.

SOLUTION: An AD (AU Delimiter) is arranged at a start position of each AU (Access Unite), and a DD (Dependent Delimiter) is arranged in the boundary of the picture in the dependent stream on the bit stream. The head of a NAL unit is detected by detection of a start code, and it is checked that a value of a nal_unit_type which has detected the head is 18, whereby the DD, namely, the boundary (head) of the picture of the dependent stream is detected. This present invention is applicable to a device for processing a solid image signal.
