PROBLEM TO BE SOLVED: To obtain a solid electrolytic capacitor that decreases ESR and its manufacturing method. SOLUTION: The solid electrolytic capacitor includes an anode, a dielectric layer prepared on the surface of the anode, an electrolyte layer prepared on the dielectric layer, and a cathode layer prepared on the electrolyte layer, wherein the cathode layer includes a carbon layer prepared on the surface of the electrolyte layer, and the carbon layer includes carbon whose surface is covered with cobalt oxide containing sodium.
