A paging implementing method, apparatus and system are provided. Wherein, the paging implementing method includes: according to the Closed Subscriber Group (CSG) information of paged user equipment (UE), determining whether the UE has the ability of CSG; if so, then performing paging optimization or indicating that other network equipment performs paging optimization; if not, then not performing paging optimization or indicating that other network equipment does not perform paging optimization. The present invention saves transmission resources on the premise of ensuring that services of the UE are normally carried out.
