<p><P>PROBLEM TO BE SOLVED: To avoid influences of picture quality degradation, such as a pseudo-outline, by rounding error of conversion in converting 10 bit data of a normal original image into 8 bit when performing high definition image data compression processing, and to prevent processing efficiency from decreasing. <P>SOLUTION: In order to simply, effectively, and efficiently reduce influences by rounding error, in processing for converting 10 bit data into 8 bit for compression processing of an input signal, "round-down" and "round-up" are performed by turns to prevent correlation from occurring in a time axis direction.
