<p><P>PROBLEM TO BE SOLVED: To detect tampering in printed matter more correctly than in the conventional art. <P>SOLUTION: Character regions 311a-311f are extracted from original image data 310. Thereafter, the extracted character regions 311a-311f are packed to generate image data 501 so that the size of the image data 501 is reduced to the extent possible as long as the character regions 311a-311f do not overlap each other. The image data is encoded to generate a two-dimensional code 801, and issued document image data 800 obtained by combining the original image data 310 and the two-dimensional code 801 is printed. Thereafter, when tampering is detected in the issued document image data 800, a character region 311 extracted from the issued document image data 800 is compared with a character region of the image data 501 obtained by decoding the two-dimensional code 801.
