PROBLEM TO BE SOLVED: To provide a device easy to use and for evaluating charging characteristics in precision satisfied. SOLUTION: The charging characteristic evaluation device of a film includes a discharge box 3 for generating discharge ion wind, and a guide part 19 provided in the discharge box and extending in a vertical direction. The device includes: the discharge box comprising a discharge means 27 for discharging to contact the discharge ion wind on a film sample S while falling within the guide part; a charging part for charging while being drawn out downward by being opposed to the discharge box from a lower side and sandwiching the film sample discharged from the discharge box with a pair of charge rolls 43, 43; and a Faraday cage 61 for receiving the film sample drawn out and fallen. When the film sample is charged in the discharge box from an upper side, it is discharged in the discharge box, and charged with the charging part, and then fallen in the Faraday cage.
