PROBLEM TO BE SOLVED: To directly measure the potential of a chargeable surface such as a photoreceptor. SOLUTION: The non-contact system includes a first circuit 16 for charging a chargeable surface 12 to a first voltage, a scanner probe 18, with a probe surface located apart from a certain distance from the surface 12; a second circuit 20 for applying a bias to the scanner probe 18 so that a second voltage is within a voltage threshold previously determined from the first voltage; a device for inducing an oscillating current in the scanner probe 18; a third circuit for detecting the oscillating current induced in the scanner probe; and a charge determining module for determining the potential, at a specific position on the chargeable surface 12, based on the reading result of the scanner probe 18 and the oscillating current induced the scanner probe 18, in which the bias of the scanner probe 18 is adjusted so that the oscillating current induced in the scanner probe 18 is canceled out so as to determine the potential at a specific position.
