PROBLEM TO BE SOLVED: To improve acceptability to the lubricant of a high-durability electrophotographic photoreceptor having a crosslinked resin surface layer, to make service life of the electrophotographic photoreceptor and an image forming apparatus, and to reduce print costs. SOLUTION: In the electrophotographic photoreceptor 11 having a photosensitive layer and the crosslinked resin surface layer over a conductive support, center-line average roughness (WRa) of each of frequency components resulting from wavelet transformation of one-dimensional data arrays obtained by measuring the projection and recess shape of a surface of the electrophotographic photoreceptor by a surface roughness/profile measuring device satisfies expression (i): 1-597WRa(HML)+238WRa(HLH)-95WRa(LHL)+84WRa(LMH)-79WRa(LML)+55WRa(LLH)-17WRa(LLL)>0, wherein HML, HLH, LHL, LMH, LML, LLH, and LLL each represent an individual frequency band obtained by separation into frequency components having one projection-recess cycle length of from 4 to 25 μm, from 10 to 50 μm, from 53 to 183 μm, from 106 to 318 μm, from 214 to 551 μm, from 431 to 954 μm, and from 867 to 1,654 μm, in this order.
