PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor which is reduced in internal resistance by usingγ-butyrolactone with high electric conductivity. SOLUTION: In the electric double-layer capacitor, an electrolytic solution contains a solvent containing one or more kinds selected out ofγ-butyrolactone, ethylene carbonate, dimethyl carbonate, and ethyl methyl carbonate and also having low viscosity of 1.5 to 2.7 mPa s when TEMABF4 of 0.45M is contained as an electrolyte, so that the electrolytic has higher conductivity and lower viscosity than an electrolytic solution consisting of propylene carbonate (PC) orγ-butyrolactone (GBL) having higher viscosity than the electrolytic solution of the present invention on condition that the salt concentration is the same, so that an electric double-layer capacitor cell is improved in dispersibility of ions in pores of activated carbon being a polarizing electrode and lower in cell resistance.
