PROBLEM TO BE SOLVED: To provide a system and a device for appropriately collecting consumption tax on use of a recording medium (magnetic card, IC card, IC coin, or the like) from a player. SOLUTION: A terminal controller 120 controls information relating to a residual number of value data, a used number of value data, and existence of consumption tax in trust by identification data on cards. When the terminal controller receives identification data of a card from a card clearance machine 100, the controller calculates an amount of collecting or returning the consumption tax.
