<P>PROBLEM TO BE SOLVED: To realize a system of notifying neighboring buildings and residents of fire when it breaks out at a certain building for the sake of securing their safety, without restriction of the upper limit of the number of buildings to cover, with cost restrained, and with ease. <P>SOLUTION: In case the fuel cell power generation system receives a fire detection signal of a building, it makes a shutter valve 17 for opening and closing a hopper 15 in an opened state, and powder 16 harmless to human bodies filled in the hopper 15 is made mixed into exhaust air from a cooling fan 6.
