<P>PROBLEM TO BE SOLVED: To suppress unevenness in the charging amount of a toner on a toner carrying roller to suppress charging unevenness or development density unevenness in a developing device having the toner carrying roller arranging projections and recesses on the surface and an image forming method forming images, using an image forming apparatus and the roller. <P>SOLUTION: The developing device uses the toner, including an insulation external additive, such as, silica and a conductive external additive, such as titanium oxide. The developing device gives a regulation bias voltage Vrb with a regulation bias power source 141 so as to be negative potential rather than a development roller 44 on a regulation blade 46, including a metal plate-like member 461 and an elastic member 462 made of conductive rubber.
