PROBLEM TO BE SOLVED: To easily manufacture a metal plate having two functions, namely a portion covered with an insulating layer and a portion connected electrically to the outside. SOLUTION: A conductive member 11 includes a Cu-based base material 12 with an Sn based surface layer 14 formed on its surface, and an intermetallic compound layer 13 comprising a Cu-Sn intermetallic component or Ni-Sn intermetallic component formed between the Sn-based surface layer 14 and the Cu-based base material 12. The surface roughness of the surface contacting the Sn-based surface layer 14 of the intermetallic compound layer 13 is 0.05-0.3μm in terms of arithmetic mean roughness Ra, and the ten-point mean roughness Rz is 0.5-3.0μm.
