PROBLEM TO BE SOLVED: To provide an illuminating device and a projection type image display apparatus capable of easily cooling a shutter. SOLUTION: The projection type image display apparatus 100 includes: the shutter 40 provided between a light source 10 and an optical element group 20; a thermoelectric transducer 50 positioned on the light source 10 side of the shutter 40 in a closed state of the shutter 40; and a shutter cooling device 120 electrically connected to the thermoelectric transducer 50.
