PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of more reliably suppressing occurrence of overshoot when it includes a voltage limit circuit. SOLUTION: The image forming apparatus includes: a voltage output circuit that generates driving voltage Vchg to drive electrical load for image formation and outputs the driving voltage Vchg to the electrical load; the voltage limit circuit that detects the value of the driving voltage Vchg and limits generation of the driving voltage Vchg by the voltage output circuit when the driving voltage value Vchg is equal to or above a limit value Vmt; and a control means. The control means sets a start-time limit value Vmt1 being the limit value Vmt at start time t0 when the voltage output circuit is started to a value lower than a stable-time limit value Vmt2 being the limit value Vmt at time t2 when predetermined time K1 elapses after the start time t0 or when the driving voltage Vchg becomes stable.
