PROBLEM TO BE SOLVED: To provide a method of determining the necessity and its extent of total flame scarfing in the wide surface of slab billet in the unit of slab billet without lowering productivity. SOLUTION: In continuous casting of the slab, a thermal flux value on a casting wide surface is measured. The average value A of the measured thermal flux values during a period of 10 seconds or longer retroactively from a certain reference time is determined. Among the measured thermal flux values, on the basis of an arbitrary thermal flux value B during a period of 5 to 10 seconds after the reference time and the average value A, a thermal flux decreasing rate R is determined by expression (1): R=(A-B)/A×100. When the thermal flux decreasing rate R is 20% or greater, the slab billet corresponding to the thermal flux decreasing rate R is defined as the one that needs total flame scarfing in the wide surface of the slab billet. In this case, on the basis of the thermal flux decreasing rate R, the flame scarfing amount of the total flame scarfing in the wide surface of the slab billet corresponding to the thermal flux decreasing rate R is determined.
