PROBLEM TO BE SOLVED: To provide the electrolytic capacitor for holding low impedance characteristics for a long time by sufficiently replenishing phosphate ions to an electrode foil and suppressing deterioration of the electrode foil, in an electrolytic capacitor that uses an electrolyte of low specific resistance using water as a principal solvent. SOLUTION: A capacitor element is formed by winding a cathode foil, having been subjected to a surface expansion treatment as well as an anode foil having been subjected to a surface expansion treatment and a chemical conversion treatment, via a separator of cellulose-based nonwoven fabric having a structure of a laminate of cellulose-based continuous long fiber having less gaps. The electrolytic capacitor is fabricated by dipping the capacitor element into an electrolyte using water as a principal solvent and containing a combination obtained by bonding phosphate ions with a water-soluble metal complex, and encapsulating them in an encapsulating case.
