PROBLEM TO BE SOLVED: To attain a mica heater which has flexibility and lessens generation of an outgas. SOLUTION: A collected mica plate obtained by heating and compressing, after impregnating an adhesive made of liquefied fluorinated elastomer modifying a fluorinated polyether frame and its terminal and made by applying crosslinked reaction to a polymer material with a crosslinked reaction group including silicon into a base paper plate paper-made from a mica raw material, is used as an insulating plate where an electric heating body of the mica heater is arranged.
