PROBLEM TO BE SOLVED: To provide an area information transmitter, an area information transmission method, a program, and a system, capable of avoiding increase of movement registration traffic which follows position registration requests from many mobile communication terminals at the border between cells on the periphery of densely-populated spot. SOLUTION: An area information transmitter 110 includes an area information storing part, a position registration request receiving part, a determination part, and an area information extracting part which, if the determination part determines that a matched area information is stored, extracts other area information being corresponded to the information related to a densely-populated spot along with that area information. It also includes an area information outputting part which outputs at least the area information of a base station device 150 that has relayed position registration requests and the area information of a base station device 150a containing the densely-populated spot in a communication range, among the area information extracted by the area information extracting part, as the area information to be transmitted to a mobile communication terminal 140.
