摘要 <p>The disclosed subject matter relates to an image processing apparatus and method, the encoding efficiency of which is improved. Motion prediction processing is used to find, at a reference frame, a reference block (B) associated with a target block (A) by an inter motion vector (MV). Next, intra prediction is used to detect, at the target frame, a block (A') corresponding to the target block (A), and to detect, at the reference frame, a block (B') corresponding to the reference block (B). The difference between the pixel values of the target block (A) and the pixel values of the block (A'), and the difference between the block (B') and the pixel values of the reference block (B) are found, further, the difference between these, that is, second order difference information is generated, encoded, and sent to the decoding side. The disclosed subject matter can be applied to an image encoding apparatus which encodes using the H.264/AVC scheme for example.</p>
