<P>PROBLEM TO BE SOLVED: To prevent the occurrence of communication failure caused by impingement of light having the same wavelength. <P>SOLUTION: Each of wavelength selective switches 11-1 to 11-n outputs from each of monitor ports Pm1-Pmn input light input from each of input ports P1-Pk based on an instruction of a controller 14. A monitor 13 monitor whether or not the same wavelength as the input light is included in output light of a multiplexer 12.
