PROBLEM TO BE SOLVED: To efficiently push intake air aside by preventing the diffusion of intake air leaked from the entire circumference of a valve plate even if a clearance is large. SOLUTION: The U-shaped rotary valve reciprocates in a rotating manner about a shaft 4 outside a duct 2 fixed in a block 1 and along the downstream end surface of the duct 2, thereby changing the opening area of an intake passage 12. A side plate 7 is formed by bending both rotational direction ends of a valve plate 8 of the rotary valve toward the shaft. The side plate 7 is disposed when the rotary valve is fully closed in such a way as to cover the side opening of a clearance 9 formed between the downstream end surface of the duct 2 and the valve plate 8 of the rotary valve. Therefore, intake air leaked from the entire circumference of the valve plate 8 is prevented from being diffused and the air is efficiently pushed aside even if the clearance 9 is large.
