PROBLEM TO BE SOLVED: To provide a pneumatic tire and its manufacturing method capable of improving vulcanization failure caused by a belt cover layer while ensuring high high-speed steering stability and high-speed durability in the pneumatic tire having the belt cover layer using a steel cord of double twist structure. SOLUTION: The steel cord 11 of the belt cover layer 8 has the double twist structure that a plurality of strands 13 in which a plurality of steel wire element wires 12 are twisted are twisted. The strand 13 is twisted on a periphery of one organic fiber core body 14. The steel wire element wire 12 has the same diameter, and the diameter d is 0.08-0.15 mm.
