PURPOSE: A program executing device equipped with a program operating in server operation mode and terminal operation mode according to the CPU information and a control method thereof are provided to facilitate development and verification of application executing in a target terminal by connecting numerous developing terminals to a developing server. CONSTITUTION: An application execution control unit(221) executes an application program stored in a storage unit(230) according to a request of the development terminal device connected through a communication interface(210). The program is operated as a server operation mode in a development server and a terminal operation mode. The server environment acquires the CPU information and determines.
