PURPOSE: A buoy apparatus for measuring water quality with a solar cell panel is provided to fix the apparatus on a certain position of lake, dam or without position change. CONSTITUTION: A buoy apparatus for measuring water quality with a solar cell panel comprises: a buoy(20) mounted on the water(W) to measure water quality by mounting an automatic water quality analyzer(10); a wire(30) which is fixed at one side of the buoy; a fixed weight(40) which is fixed on a low water surface by being connected to the end of the wire; a buoyancy buoy fixed weight(50) connected to the wire by having a guide ring(52); a buoyancy buoy(60) fixing the buoy in the water; and an anchor(70)(71) mounted to the fixed weight and buoyancy buoy fixed weight.
