PROBLEM TO BE SOLVED: To reduce deterioration and variation in insertion loss between an optical waveguide element and an optical fiber. SOLUTION: An optical waveguide element 10 with an optical fiber includes a substrate 20 which has an optical waveguide 20A formed and is provided with a substrate-side reinforcing member 30 on an upper surface, and the optical fiber 40 provided with an optical fiber-side reinforcing member 50 atop, wherein end surfaces M1, M2 of the substrate 20 including the substrate-side reinforcing member 30 and an end surface M3 of the optical fiber-side reinforcing member 50 are bonded together using an adhesive, and the two end surfaces are substantially equal in size along the substrate thickness to each other.
