<p><P>PROBLEM TO BE SOLVED: To attain field/frame coding at a macro block level using a CABAC system even when image information to be input is an interlacing scanning format. <P>SOLUTION: In an arithmetic coding part 58, a frame/field flag among syntax elements of image compression information to be input is first coded by a frame/field flag context model 91. Then, when frame-based coding of a macro block to be processed is performed, a frame-based context model 92 determined by standard of H. 26L at present is applied. On the other hand, field coding of the macro block to be processed is performed, a field-based context model 94 is applied to the following syntax elements.
