<p><P>PROBLEM TO BE SOLVED: To improve the efficiency of encoding a super-high definition video by optimally determining area setting of a MB size and a size for each area. <P>SOLUTION: A frequency analysis unit 31 performs frequency analysis to a locally decoded image (a), and an area setter 32 sets, based on the analysis results, a local area in a screen where the maximum MB size is applied. An area boundary correction unit 33 corrects an area boundary based on general motion characteristics, and an N value calculation unit 34 determines the maximum MB size (N×N) for each area based on encoding results in nearby screens.
