PROBLEM TO BE SOLVED: To convert information between an IP network and a non-IP network without modifying terminals of the non-IP network and without causing communication bandwidth shortage and significant time delay in the non-IP network. SOLUTION: In a converter, a conversion table memory 206 stores a conversion table for each communication partner and transmission content. A header generation unit 205 selects, from the conversion tables, the one that corresponds to information showing the address output from a communication party selection unit 203 and information showing the type of transmission content output from a transmission content selection unit 204. The header generation unit 205 refers to the content of the selected conversion table and generates the control signal portion of a non-network signal. A combining unit 207 divides the data output from a separation unit 202 into predetermined lengths, combines the divided data and the control signal portion generated by the header generation unit 205, and generates an information signal for the non-IP network.
