PROBLEM TO BE SOLVED: To provide a high-gain and transparent planar antenna which includes no shape-restricted antenna elements on a substrate, a compact size owing to the wavelength reduction effect, and excellent adhesivity between the antenna elements and the substrate. SOLUTION: On the surface side of a transparent substrate, the transparent panel antenna includes one or more wavelength reduction layers which are selected from dielectric layers and magnetic layers that at least one type of dielectric particles and magnetic particles are distributed. In addition, on the top, middle or bottom surface of the wavelength reduction layers, the transparent panel antenna includes an electroless plating catalyst layer or a conductive layer that is composed of a thin wire, the width of which is 5 to 100μm, and formed in a prescribed pattern, and a metallic wiring pattern layer formed on the electroless plating catalyst layer or the conductive layer.
