SOLUTION: In a manufacturing controller, before performing the tempering treatment to the high tension steel sheet original material in a steel sheet manufacturing facility, a tempering revising means 72 is obtained to the assumed material quality MT<SB>S</SB>of the high tension steel sheet 22 by calculating the assemble material quality MT<SB>S</SB>of the high tension steel sheet 22 with a first assuming model 76 while using the calculating results (chemical composition differenceΔCC, quenching starting temperature differenceΔTH and cooling speed differenceΔVC) of a deviation calculating means 68. Successively, this tempering revising means 72 is input into a second assembling model 82 to a product material differenceΔMT as the difference between the targeted material MT<SB>O</SB>and the assumed material MT<SB>S</SB>, and a temperature revising rate TT<SB>C</SB>is calculated with the second assuming model 82, and a temperature revising rate TT<SB>C</SB>with the second assuming model 82 constituted based on memorized contents in the second database 84 for each product group of the high tension steel sheets 22.
