<p><P>PROBLEM TO BE SOLVED: To provide: a chromium-free surface treating agent which can form, on the surface of a metallic material, a coating film having excellent corrosion resistance at a bent part in a steel sheet, excellent solvent resistance and excellent coating properties after alkali degreasing and has excellent storage stability with one liquid; a method of manufacturing a plated steel sheet using the surface treating agent; and a plated steel sheet. <P>SOLUTION: For the surface treating agent, a resin compound having a specified bisphennol skeleton, cationic urethane resin emulsion, a silane coupling agent, an organic titanium chelate compound, a tetravalent vanadyl compound and water are mixed by a prescribed ratio respectively and pH is 4-5.
