PROBLEM TO BE SOLVED: To automatically generate road information for accurately specifying a school zone and reflecting the result to a navigation system. SOLUTION: The road information generation device 1 for generating road information of road elements around a school includes: a traffic regulation information storage section 13 storing traffic regulation information; a first regulated road element selection section 20 which refers to the traffic regulation information and selects first regulated road elements to which traffic regulation information with the same time restriction is applied out of road elements around a school; and a first road information setting section 25 for setting first road information on the first regulated road elements.
