PROBLEM TO BE SOLVED: To provide a decorative panel or electronic apparatus easy to process, small in the number of components, and having a glittering feeling and a high designability. SOLUTION: This decorative panel 1 includes: a substrate 2; an adhesive layer 4 formed on the substrate by dispersing powder high in light reflectivity; and a transparent plate 3 fixed to the substrate 2 through the adhesive layer 4 and having optical transparency. This electronic apparatus includes: an armor; an adhesive layer 4 formed on the armor by dispersing powder high in light reflectivity; and a transparent plate 3 fixed to the armor through the adhesive layer 4.
