PROBLEM TO BE SOLVED: To properly extract a desired object from background, concerning a device for changing a threshold for extracting an object according to the surroundings of a vehicle. SOLUTION: The vehicle surroundings monitoring device includes: an infrared camera mounted on a vehicle; a means for creating the luminance value histogram of an image captured by the infrared camera, and for dividing the luminance values of the luminance value histogram into a low luminance range in which the frequency of accumulation is (100-S)% and a high luminance range in which the frequency of accumulation is S% by using a predetermined rate S(%) with respect to the overall frequency, and for extracting an object having the luminance value included in the high luminance range as a candidate of an object to be detected; a means for determining whether the candidate of the extracted object is an object to be detected; and a means for notifying the driver of the determination result. Whether there exists many high temperature objects in the periphery of the vehicle is estimated, and the predetermined rate S is changed according to the result of estimation. Thus, it is possible to divide the luminance value into two by a proper rate corresponding to the surroundings of the vehicle, and to satisfactorily separate and extract the object to be detected form the background.
