PROBLEM TO BE SOLVED: To realize weight saving and enhancement of acoustic absorption characteristic, and reduce a weight and costs in a sound insulating material for a vehicle mounted to an indoor surface side of a vehicle body panel. SOLUTION: An insulator dash 20 mounted to an indoor surface side of a vehicle body panel 10 is constituted so that an oscillation layer 50 made of a polyolefin base resin foam having a self-fusion property is interposed between a first sound insulating layer 30 positioned on the vehicle body panel 10 side and a second sound insulating layer 40 positioned on a compartment R side. Then, due to the self-fusion property when the oscillation layer 50 is heated and fused, the oscillation layer 50 is rigidly and integrally jointed to the sound insulating layers 30, 40 by an anchor effect.
