PROBLEM TO BE SOLVED: To reduce work amount cost and time cost required for analysis by extracting four kinds of elements of response action, reply action, attention action, and common experience action from accumulation data of indirect communication action performed with various meanings. SOLUTION: An action meaning decision device classifies the action recorded in an input indirect communication record group into reference action, registration action, and participation action, decides that the meaning of the action recorded in the record group corresponds to one or more of the response action, the reply action, the attention action, and the common experience action, or decides that the meaning corresponds to nothing, outputs a record related to the action decided that it is the response action as response action data, outputs a record related to the action decided that it is the reply action as reply action data, outputs a record related to the action decided that it is the attention action as attention action data, and outputs a record related to the action decided that it is the common experience action as common experience action data.
