<P>PROBLEM TO BE SOLVED: To create coupons for a variety of terminals at a time out of text or images designated by a store, thereby providing the coupons to certain kinds of consumers' terminals. <P>SOLUTION: A creation request receiving unit 31 receives data, such as text and images, and a period of distribution from a requester's terminal 1. A coupon creation unit 32 reads layout data for a variety of devices from a layout information storage unit 42, and embeds the received text and images in the display positions of the text and images designated by the layout data to create coupon image data. A coupon posting unit 35 registers the created coupon image data for the variety of devices in a reserved-for-posting coupon storage unit 44, and transfers the data to a posted coupon storage unit 45 at the time and date of starting posting. A coupon providing unit 37 reads from the posted coupon storage unit 45 the coupon screen data corresponding to the kind of the consumer's terminal 5 requesting distribution, and distributes the data.
