PROBLEM TO BE SOLVED: To reduce or eliminate in-vehicle crowdedness by averaging crowdedness of route buses on the same route, and also to reduce a time required for passengers to get on/off the buses for achieving an operation following a time table. SOLUTION: This system is configured of: an in-vehicle unit 100 loaded on a route bus for managing the number of passengers of the bus; a center device 200 installed in the operation control center of the bus; and a boarding condition presentation device 300 installed in each bus stop of the bus route or installed in the bus. The in-vehicle unit 100 loaded on the bus is configured to generate bus information by adding the ID information of the self-vehicle to the vehicle information including the speed information, location information and boarding rate information of the self-vehicle, and the boarding condition presentation device 300 installed at each bus stop of the bus is configured to compare the bus information with following bus information, and, when the boarding rate of the following bus is less than the boarding rate of the bus, also to generate boarding bus recommendation information to encourage the passenger to get on the following bus.
