PROBLEM TO BE SOLVED: To provide a high security train control system of taking a countermeasure against disguise of a malicious person and communication disturbance. SOLUTION: In communication reservation processing to a ground device 15, a communication reservation means 62 of a pick-up device 11 requests communication reservation to the ground device 15. The communication reservation means 62 of the pick-up device 11 refers to an operation information database 65, and predicts time of reaching the respective ground devices 15, and requests the communication reservation to the ground device 15 reaching in a predetermined time. A communication reservation accepting means 71 of the ground device 15 accepts the communication reservation of the pick-up device 11. A communication possibility determining means 72 of the ground device 15 determines the possibility of communication of the pick-up device 11 by regarding communication permission information of the pick-up device 11 of making the communication reservation as effective up to a predetermined time. The communication reservation means 62 of the pick-up device 11 makes the communication reservation again when time of arriving at the ground device 15 delays by a hindrance to train operation.
