A flail mower is provided that is capable of cutting plant matter of different lengths. The mower includes a housing providing a cavity, flail mowing blades moveably secured within the cavity, a drive system to control movement of the flail mowing blades within the cavity, and is moveable between a first cutting configuration and a second cutting configuration.
