PROBLEM TO BE SOLVED: To provide an image processing apparatus, capable of improving quality of a moving image by generating an interpolating frame which has subjectively small degradation, without increasing the processing load. SOLUTION: When an interpolation frame is generated, a prediction vector candidate setting section 121 and a motion vector detection section 122 predict motion vectors of respective blocks constituting the interpolation frame, based on two temporally-continuous frames; and a local motion vector smoothing section 124 smoothes the predicted motion vectors, based on the two frames and the predicted vector of an adjacent block to obtain a local motion vector. A global motion vector detecting section 123 obtains the inclination of motion vectors (global motion vectors) of the interpolation frame, based on a histogram of the predicted vectors.
