PROBLEM TO BE SOLVED: To provide a resonator capable of satisfying a reduction of loss and that of thickness at the same time, and to provide a filter. SOLUTION: The resonator includes: first and second ground electrodes 31, 32 disposed to oppose each other; first and second vias 11, 12 each formed in the direction perpendicular to the first and second ground electrodes 31, 32, and interdigitally-coupled with each other; a first capacitor electrode 41 connected to the first via 11; and a second capacitor electrode 42 connected to the second via 12. In the first via 11, one end is connected to the first ground electrode 31 to be used as a short circuit end 11A, and the other end is extended in a direction in which the second ground electrode 32 is disposed to be used as an open end 11B. In the second via 12, one end is connected to the second ground electrode 32 to be used as a short circuit end 12A, and the other end is extended in a direction in which the first ground electrode 31 is disposed to be used as an open end 12B.
