PROBLEM TO BE SOLVED: To provide a cell assembly-forming tool enabling the floating cell assemblies to be precisely arranged on a cell-bondable surface. SOLUTION: The cell assembly-forming tool (1) includes a first base material (10) having through-holes (13) formed therein, a second base material (20) separably stuck to the surface (12) of one side of the first base material (10) and covering the one side of the through-holes (13), and cell-non-bondable wells (30) formed by covering the one side of the through-holes (13) with the second base material (20).
