The controllable valve (1) has a magnetic coil (2) which moves a component (3), provided in the magnetic coil, from a position to another position by short-term electric excitation. The component is held by permanent magnets (4a,4b,5a,5b) after the end electrical excitation of the coil. An independent claim is also included for a method for controlling a measuring flow of the fluid.
