PROBLEM TO BE SOLVED: To provide a device and a method for estimating the number of in-room staying persons, capable of estimating the number of the in-room staying persons, using a human body detecting sensor. SOLUTION: The device and method for estimating the number of the in-room staying persons includes a data collection part 102 for collecting detection states of the plurality of human body detecting sensors 101 provided in a plurality of areas, a second storage means for storing area information 110 storing calculation information of expressing total person number in the plurality of areas, the maximum person number and the minimum person number, and connection information between the plurality of areas, an in-room staying person number updating part 103 for executing any of moving-joining calculation, separation calculation, generation calculation and disappearance calculation, based on a relation between the presence of reaction in the corresponding human body detecting sensor 101, and the maximum person number or the minimum person number in the adjacent areas specified by the connection information, using each of the plurality of areas as a processing-objective area, to update at least any of the total person number, the maximum person number and the minimum person number in the processing-objective area or the adjacent area, and an in-room staying person number-conviction degree calculating part 104 for outputting the number of the in-room staying persons in the plurality of areas, based on the updated calculation information.
