PROBLEM TO BE SOLVED: To propose a technology with which data are effectively converted even when communication formats between a high-order device and a low-order device are not completely matched in a traffic control system. SOLUTION: A transmission system converter 30 includes: a high order communication part 40a; a low order communication part 40b; and a format conversion part 50. The format conversion part 50 includes: a conversion table 52; a new specification/old specification conversion part 54; and an old specification/new specification conversion part 56, and configured to perform the new and the old specification format conversion of communication data.
